Trustee Councils Boundaries - Effective Fall 2001


Many of the comments that we have received during board visits pertain to the Trustee Councils. The size of the area covered by a Trustee Council is clearly a problem and the board discussed how they might be restructured. In determining new boundaries for the Trustee Councils, the board agreed on the following criteria in order of priority:

  1. Driving time should be about 1½ hours maximum. 
  2. There should be a mix of libraries by size. 
  3. Trustee Councils should be about the same size in terms of numbers. 
  4. A change in boundary should not overload SOLS’ staff resources. 

The board approved the implementation of a new structure with eight Trustee Councils (replacing the current five council structure) effective with the fall 2001 meetings.

In approving this structure, the board considered many factors. 

  1. For driving distance, 100 km was selected as about a 90 minute drive. While this required that a centre point be selected in order to draw a 100 km radius, this does not preclude Trustee Councils deciding to move meetings around within their area. 
  2. Each new Trustee Council has a range of sizes and types of libraries – small, medium, county, large and First Nations. 
  3. They also range in membership from 14 to 32 library systems which is considerably smaller than the current structure. 
  4. With the new structure, only two official meetings of the Trustee Councils will be held each year instead of three. Two meetings was a preferred arrangement to align meetings with the training schedule, avoid winter meetings and leave more time for trustees to attend the OLA Superconference. Nonetheless, individual councils could choose to meet more frequently but without the presence of SOLS’ staff.
  5. Each Trustee Council will continue to elect members to SOLS’ board. In order to maintain the same size of board, two members will be elected from each Council with more than 20 members and one member will be elected from the Council with fewer than 20 members.

Implementation of the new structure will proceed with the fall 2001 meetings. This will give some time for members to become acquainted before the elections to the SOLS’ board which will take place at the spring 2002 meetings.
