EXCEL: A certificate programme in
managing a small public library

Assignment 3

Your library has become a very busy spot -- and the present staffing component is no longer sufficient to effectively serve the public. After careful (and lengthy) discussions, your library board has given permission for an additional 20 staff hours per week. They agreed that one additional staff member must be hired with these funds.

Note: If you are not presently being paid for 20 hours per week, you can use some of the 20 hours per week to ‘top-up’ your time, but, under the agreement with the board, the 20 hours cannot be just divided up among the existing staff -- at least one additional staff person must be hired.

The library board also agreed that, as a supervisor, you were in a good position to determine the greatest need in the branch (or library) and determine how best to use the new person. At the same time, they also requested that the library is to be open an additional 4 evening hours per week.

With these decisions made, you now have several tasks to complete:

  1. In one page or less, write a description of your library’s present staffing situation and outline how the additional 20 hours of staff time will be used in the library.
  2. Using the information provided in the Personnel Sourcebook as your guide (as reprinted in Appendix E with your course materials), write a one page job description for the new position. As part of the job description, be sure to indicate the number of hours that the person will be working. Given the note from above, it may be less than 20 hours per week.
  3. In one page or less, outline how you will recruit someone for the new position (e.g. will you advertise? will you approach your volunteers?).
  4. Create a new work schedule to include the new person, as well as the additional 4 hours that the library must remain open.

Submit all 4 of the elements of your assignment to your tutor, according to the Schedule of Contact Sessions. Keep a copy and write your name on each page.
