Library Credit Calculation
In March 2008, the Ministry of Culture announced a fourth quarter investment
of $15 million to help SOLS and OLS-North work collaboratively to “support
public libraries to bridge the digital divide and to provide all Ontarians with
equitable access to digital information, community collections and services”.
SOLS and OLSN have developed a series of programs to meet these ends including
projects, the application programs and Education Fund, and the library
credit/grant program. The library credit is a designated amount of money for
each library system which may be used for eligible expenditures identified in
the
Grant Program Guidelines. The amount of the credit for each library was
calculated as follows:
- A base credit of $12,000.
- An increment based on population. $1.5 million is allocated to this
element and each library receives a share calculated using the library’s
2006 population (from census data) as a percentage of the total 2006
provincial population.
- An increment based on the number of additional branches in a library
system (there is no increment for libraries with only a single location). $1
million is allocated to this element and each library receives a share
calculated using the library’s number of additional branches as a percentage
of total additional branches in Ontario.
- An increment based on remoteness – distance from an urban centre of
100,000 or more. $1.1 million is allocated to this element and each library
receives a share calculated using the library’s distance from the nearest
urban centre (from Sympatico Maps) as a percentage of total distances for
all libraries.
