Connectivity Questions and Answers (updated August, 2008)

  1. What is the Ministry of Culture’s initiative to help improve public libraries’ Internet and telecommunication connectivity project administered by SOLS?

The connectivity project seeks to support public library connectivity. The funding is meant to build on existing investments and provide support for Ontario public libraries to upgrade their connectivity to a higher speed than dial-up access. This will assist Ontarians to access high-speed Internet services at public libraries.

  2. What libraries are eligible for this funding?

To be deemed to be eligible public libraries, libraries must:

    • Currently provide public Internet access.

    • Be public libraries or First Nations libraries established under the Public Libraries Act.

  3. What are the priorities for the fund?

SOLS receives funding to pay for improved public library Internet access. Payments by SOLS target improvements at main or branch libraries. Funding will support public libraries that participate in Strong community or community based networks as feasible. Libraries will be funded so that they may acquire a minimum of 1Gb bandwidth

  4. What if I already have dedicated Internet access?

You can still apply to SOLS to have these costs covered as long as you are improving your Internet service or products.  For example, you may already provide dedicated Internet access but wish to improve it by installing wireless access within your branch or branches.

  5. What if I need Internet access for one of my branches?

Branches are also eligible for this funding.  Main branches without a minimum of 1Gb dedicated bandwidth are the first priority. Based on the applications and if there is sufficient funding, branches are also eligible.

  6. Does the fund cover installation costs?

Yes, the fund does cover installation costs. Estimates should be provided to SOLS before proceeding.

  7. Am I eligible if my municipality or someone else pays for my Internet access?

If your municipality or someone else is paying for your Internet access, we suggest you maintain this arrangement. If the speed of the connectivity is not adequate for your needs, you may inquire about a “top up” from the fund in order to improve your Internet access.

  8. Do I have to be open a minimum number of hours to qualify for this funding?

    No.

  9. How long can I count on this funding?

Over the last 8 years, SOLS has received a connectivity grant from the Ministry of Culture on an annual basis.  Since the allocation is made annually, we cannot make longer term commitments.

  10. How do I apply for this funding?

Please the Internet Connectivity Participation Request Form and submit it to Dayna Lintner as per instructions provided on the form.
