Annual Survey and Public Library Operating Grant

The Ministry of Tourism, Culture and Sport is responsible for:

  • Administering the Public Libraries Act and statutory grants connected to the Act including the Public Library Operating Grant (PLOG) 
  • Developing provincial policies for public libraries
  • Funding Ontario Library Service agencies (including Ontario Library Service–North and Southern Ontario Library Service)
  • Publishing the annual Ontario Public Library Statistics (using information collected through the Annual Survey of Public LIbraries)

Annual Survey of Public Libraries

  • All libraries and contracting municipalities in receipt of provincial funding must complete the Annual Survey of Public Libraries (ASPL).
  • The database for the ASPL opened at the end of January 2018 and the final deadline is Saturday, June 30, 2018.
  • The ASPL is completed through a website called GO-Secure, found at https://www.iam.security.gov.on.ca/ .  If you completed the ASPL last year, you do not have to re-register but you may need to update your password.
  • The actual ASPL database is posted at https://edcs.tcu.gov.on.ca/Main/EDUPortal.aspx. You have to enter your GO Secure ID (that is, your e-mail address) and your Password to get into site.  TIP: Do not just use Google to find this site as you may end up at a Ministry of Health site or other - the database used for the ASPL is under the Ministry of Education.
  • Instructions on completing the ASPL as well as a blank copy of the survey (as a working draft copy) are provided on the main ASPL page.
  • SOLS staff have compiled statistics that you will need for Section C: Holdings - for use in the ASPL if you participated in the OverDrive Provincial Consortium, Archambault Consortium or purchased specific products using the "Provincial Licensing" offers in 2017.

Public Library Operating Grant

  • An application to the Public Library Operating (PLOG), Public Library Pay Equity (PE) and/or First Nation Salary Supplement (FNSS) Grants is completed through one single application form found within the Grants Ontario website.
  • The application usually opens in early September and the deadline is usually October 31st of the same year.
  • Each public library will receive a launch e-mail from the Ministry which is specific to the organization.  
  • ALL libraries and contracting organizations must complete the main PLOG application form and provide a Certificate of Insurance COI). Beyond that, there are specific requirements: for example, if a library qualifies for PE, then a Pay Equity Report must be attached; if a library qualifies for FNSS, a FNSS Report must be attached; if a library receives more than $25,000 from the Ministry, then other financial data such as an audited statement is required and if library banking information has changed, then a new Electronic Funds Transfer (EFT) form is required.
